Background
Rathlin Island, Northern Ireland’s only inhabited offshore island is charting a path towards its energy independence and long-term sustainability. Long challenged by its reliance on imported fossil fuel, Rathlin Island has reimagined its future. The Rathlin Development and Community Association (RDCA) is driving forward a shared vision that puts the island on the map as a model of community-led climate action.
Their initiative, Destination Green, aims to decarbonize every aspect of island-life, from transport & heating to sustainable tourism – each anchored in community ownership & environmental stewardship.
But it’s not just about technology, the RDCA has led a movement rooted in shared values, collective action & pride of place – a community writing its own future, together.
Key initiatives
Hydrogen-led energy transition:
- The community of Rathlin island are exploring options for the use of green hydrogen for both transport & heating, assessing the practicality of retrofitting local ferries
- Working alongside GenComm, Belfast MET and other partnerships, the RDCA commissioned feasibility studies for developing a supply chain powered by hydrogen energy
- Having installed a 3.6kW solar PV system on the island’s Resource Centre, alongside additional systems to the Manor House Guest House & Restaurant; a social enterprise on the island, & on a ferry passenger shelter, the community of Rathlin Island have made a tangible shift towards clean energy
Sustainable Tourism and Green Mobility:
- The island’s “Destination Green” ethos is to ensure that every journey; from ferry to accommodation, is part of a low-carbon experience for visitors to the island
- Plans include electric car-pool schemes and re-purposing community buildings for eco-tourism and green education
Green Education:
- A new hub at the East Lighthouse aims to support education in STEM subjects, university partnerships and further research into the environment, climate change & will use renewable energy where possible
- Sharing best practice with Valentia Island of the Republic of Ireland, through the Hylanders partnership, the community of Rathlin explored building cross-border momentum for decarbonization
Community Leadership:
- Each project & initiative has been shaped by the input of the local community
- Rathlin Island’s plans for development reflect a shared belief that sustainability is not just necessary, but a chance to strengthen local identity
- The RDCA serves as a community-first voluntary body, where energy projects are not corporate-led but rather community-owned

- Northern Ireland Executive’s Rathlin Policy, Action Plan & Ministerial Forum enables some joined-up engagement with government, notably the Department for Infrastructure that has oversight of the Policy & its Ministerial Forum
- Strategic partnerships – working collaboratively with GenComm, local universities, and policymakers have all helped the RDCA to access both funding and technical expertise
- Holistic design – Rathlin Island’s approach connects energy, transport, education, and tourism into one sustainable unified vision
Alignment with the Energy Learning Network:
- Rathlin Island embodies the mission of the ELN to scale up community energy across Northern Ireland and shows the value of peer-to-peer knowledge sharing
- Highlights the need for support of both targeted funding and access to technical expertise across Northern Ireland
Rathlin Island’s community energy journey is not just another top-down approach, it’s a grassroots transformation. It shows that when a community is trusted, adequately resourced and heard, it can take the lead on climate action.
